Mount Airy sits at an unusual spot on the map: Carroll, Frederick, Howard and Montgomery counties all meet near the town, and MD 27 crosses I-70 and US 40 right here. That makes for a lot of confusion about which county's rules apply to a given address — and the answer genuinely matters for emissions testing.
What Mount Airy drivers need to know
- Mount Airy addresses can fall in Carroll or Frederick County, and the 21771 ZIP straddles the line. North of MD 144, MD 27 runs along the Frederick–Carroll boundary before entering Carroll County at the I-70 / US 40 interchange.
- All four counties that meet near Mount Airy — Carroll, Frederick, Howard and Montgomery — are in the VEIP programme area, so wherever your address technically falls, biennial emissions testing applies.
- Which county you are in decides which MVA branch is most convenient and which VEIP station you will be sent to. It does not change the safety inspection standard, which is identical statewide.
Worth knowing: If you are not certain which county your address is in, check the county printed on your vehicle registration — that is the one the MVA is working from.

The safety inspection itself
The standard is identical everywhere in Maryland — it is set by the Maryland State Police, not by the county. What changes from station to station is the price, the wait and the re-inspection policy, because Maryland does not cap the fee.
- Required when a vehicle is sold, titled or transferred, or when a new resident registers an out-of-state vehicle. It is not an annual test.
- The certificate is valid 90 days from issue.
- If the vehicle fails, you have 30 days or 1,000 miles to repair and return.
- Only a station licensed by the Maryland State Police can issue the certificate — how to check.
