Frederick is one of the better-served places in Maryland for vehicle paperwork: the county has both a full-service VEIP station and an MVA branch with its own 24-hour VEIP kiosk. What it does not have is a shortcut around the safety inspection, which still has to come from a licensed private station.
What Frederick drivers need to know
- Frederick has two VEIP options, which most residents do not realise. The full-service station on Tilco Drive has an attendant and set hours. The self-service kiosk at the Bowmans Farm Road MVA branch is open 24 hours and takes cards only.
- The two sites back each other up: when the kiosk is offline, the MVA directs customers to the Tilco Drive station.
- The Frederick MVA branch handles titling and registration, driver licensing, knowledge and skills testing, and has a 24-hour tag return box. It also hosts a Veterans Services Office.
- Frederick County is in the VEIP programme area, so a Frederick-registered vehicle needs the emissions test every two years in addition to any safety inspection.
Worth knowing: If you are registering a newly purchased vehicle, expect the safety inspection now and a VEIP notice roughly four months after registration. They are separate and neither substitutes for the other.
Where Frederick residents go for the other two programmes
We perform the state safety inspection. These are the state-run facilities serving Frederick for emissions testing and for titling and registration — addresses as published by the MVA.

The safety inspection itself
The standard is identical everywhere in Maryland — it is set by the Maryland State Police, not by the county. What changes from station to station is the price, the wait and the re-inspection policy, because Maryland does not cap the fee.
- Required when a vehicle is sold, titled or transferred, or when a new resident registers an out-of-state vehicle. It is not an annual test.
- The certificate is valid 90 days from issue.
- If the vehicle fails, you have 30 days or 1,000 miles to repair and return.
- Only a station licensed by the Maryland State Police can issue the certificate — how to check.
